Why add hydroxylamine with o-phenanthroline in iron test?

Iron in natural water and samples often exists as a mixture of Fe (II) and the oxidized ferric Fe (III) form, but o-Phenanthroline only forms a colored complex with Fe (II). Hydroxylamine is used to reduce Fe (III) to Fe (II). Then o-phenanthroline reacts with Fe (II) to form a highly colored, intensely orange-red complex.
