General procedure: To a stirred solution of 1-(2-fluorophenyl)-2-thiocyanatoethanone (20.0 g, 113 mmol) in AcOH (200 mL) was added 25% HBr in AcOH (200 mL) dropwise at room temperature. The mixture was stirred at 130 C for 2.0 h and at room temperature for 1.0 h. The mixture was diluted with water, and extracted with chloroform. The organic layer was washed with water, dried over anhydrous MgSO4, and concentrated in vacuo. The residue was purified by silica gel column chromatography (hexane-EtOAc) to give 23 (15.2 g, 56%) as a pale yellow oil
